How Maruzi North MP failed to speak in Parliament, directed to make submission in writing.

There was a huge drama on the floor of Parliament Thursday afternoon after Maruzi County North legislator Hon Okello Nelson in his first attempt to speak at Parliament failed to make a submission to the house and was directed by the Deputy Speaker Annet Anita Among to instead present his case in writing to be forwarded to the Prime Minister for her response.

At around 16:29 Hours, Rt Hon Anita Among who was chairing the house invited Hon Okello during a special moment of “matters of national importance” to put his question to the Prime Minister Rt Hon Robinah Nabanja for response.

Donned on a grey suit, white shirt and purple tie, the visibly shivering and deflated Okello walked to the floor to present his case, for about two minutes the latter struggled to positioned himself on the microphone to speak prompting the Deputy Speaker on several times to ask him to speak loud as members glee on him.

On stand by,one of the assistant clerks came and positioned the microphone for  Hon Okello but the UPC MP still failed to present his case instigating a loud laughter from Honourable colleagues as the former looked helpless.

From the little time he spoke, the sweating Okello was heard presenting a case of the few kilometers of the unpaved roads in Apac and Lango sub-region and a follow up on the delays in the upgrading of the 191 Kms Rwenkenye-Apac-Lira-Puranga road from marram to bitumen.

The Chair of the house looked patient with Hon Okello until time came when nothing could be heard from him as he continuously minced his points.

The Deputy Speaker at last directed Hon Okello to resume his seat, write the intended submission and root it to the clerk for the Prime Minister to respond to it.

At a later stage, Okello was asked to come back, and from the look of things, Okello went back took a deep breath, prepared and came back with more confidence ,looking composed and organized.

He raised before the house that the upgrading of the road has increasingly delayed and that the contractor was demobilizing the equipment from the site.

Okello says the people of Apac were planning to demonstrate over the delays in the construction of the road after multiple promises by President Yoweri Kaguta Museveni to have the road upgraded to bitumen

Who is Hon Okello?

An engineer by profession specializing in roads and bridges, Okello Nelson is the MP for Maruzi North and was elected on UPC ticket. He defeated NRM’s Chono Patrick Okello and Odongo Francis who contested on independent ticket.

He is serving his first term in Parliament.
