Creation of more administrative units a good move – CJ Owiny Dollo

Kampala – Chief Justice Alfonse Owiny Dollo has expressed support to government’s move to create more administrative units in the country.

Uganda currently has 135 districts, 364 sub-counties and 41 municipalities. About two years ago, parliament through a resolution created 15 new cities to be operationalized in phases and of these 10 have so far been operationalized.

The Chief Justice says creating more administrative units leads to formation of more magisterial areas hence easing access to justice by the citizens.

“In the past, I used to ask why we focus on creating constituencies instead of creating more magisterial areas and recruiting more judicial officers but I have now realized that for every district created, tomorrow we have a chief magistrate and for every constituency, we have a grade one magistrate so I’m now absolutely changed. This enables the judiciary to effectively respond to the cry of our people out there for meaningful justice.” explained Owiny Dollo

He made the remarks on Monday while officiating at the opening of the 23rd Annual judges’ conference in Kampala being held under the theme “The Administration of the judiciary Act and sustainable Transformation of the Judiciary.”

Meanwhile, the head of the judiciary made a revelation about the increased budget for the institution of up to a tune of 800 billion shillings for three financial years beginning with the current one following the enactment of the Administration of the Judiciary Act.

The institution he said will among other things use the said funds to recruit more judicial officers and construct regional Appellant courts.
