Dokolo head teacher in trouble for swindling Shs12 million UPE cash

Dokolo-Moses Arim, the head teacher of Hassa Memorial Primary School is on the spot for allegedly swindling Universal Primary Education (UPE) funds totaling up to 12 million shillings.

Arim is said to have forged the signature of the chairperson School Management Committee (SMC) and withdrew the said sum from DFCU bank Dokolo between March and June 2022.

The UPE funds were for terms one and two as well as renovation of the school after the Covid-19 lockdown.

This came to light after Dick Oyuku, the chairperson of SMC of Hassa Memorial Primary School realized that Atim went into the bank and withdrew the said amount without his consent.

Following pressure from the committee and education officials, Arima acknowledged in writing having withdrawn the money and misused it.

In the acknowledgment letter to the SMC dated July 7, 2022, which LBS Newsday saw a copy of, Arim promised to pay the 12 million shillings on 11th July 2022.

In a joint PTA/SMC meeting held on 11th July 2022, the head teacher returned 4.3 million shillings as part of the money he misused and promised to pay the balance of 7.7 million on 13th July 2022.

However, the head teacher failed to show up for the follow-up meeting held on 13th July 2022 in which he was supposed to present the remaining balance before the committee.

The meeting then resolved that the head teacher produces clear accountability for the funds and also be taken back to the appointing authority to face disciplinary measures. It was also resolved that the head teacher apologizes in writing to the chairperson SMC for forging his signature and the entire management committee.

Speaking to LBS Newsday last week, Oyuku said Arim has neither honored the meeting resolutions nor refunded all the money he misused.

He notes that they are left with no option other than to take legal action against the head teacher.

When contacted by our reporter, Arim could not deny or confirm the allegation. He said the case is before the district auditor and that investigation is ongoing.
