DOKOLO: Grace Oteng, a woman who received a yellow flag from President Yoweri Kaguta Museveni to mark the establishment of Dokolo district, is reaching out for aid from the government and local authorities in the district.
Oteng was chosen by Dokolo county leaders as the first Resident District Commissioner (RDC) and given the mandate to receive the district status in 2005.
The status of Dokolo district was announcement by President Yoweri Kaguta Museveni during his 2005 – 2006 campaign rally in Lira, Lango Sub region.
Her plea for help serves as a stark reminder of the difficulties she is currently facing.
In an interview with LBS radio at her home, Oteng revealed that she proudly received “Dokolo district” from President Museveni himself in event that took place at the historic AkiiBua stadium in Lira, symbolizing the district’s new status.
She explained that despite this prestigious recognition, she has not received any form of support from the government.

“Am the one who received the yellow flag from President Museveni as a symbol of our new district and I was representing office of the RDC as museveni was giving Dokolo, a district status” she said.
Grace Oteng a resident of Iduny village in Acanpii Parish Dokolo sub county in Dokolo district is currently serving as area LC2 of Acanpii Parish, Dokolo sub county, Dokolo North county in Dokolo district but known as RDC in the community.
According to Oteng, after she received the yellow flag from the president confirming Dokolo district status, she was left out without support yet she is still keeping the flag.

She also asked that having participated in bringing Dokolo district, government should consider helping her.
Oteng explained that besides all her challenges, she has been able to survive with the support from Late Hon. Atat Cecilia Barbra Atim Ogwal including constructing for her residential house.
She explained that late Hon. Atat Cecilia Barbra Atim Ogwal last visited her home on August, 11, 2020 to mourn with her family the untimely death of her husband late Polino Oteng.

Oteng added that the very day she heard about the sudden death of Cecilia Atim Ogwal that occurred on January 18th, 2024, that is when she got stressed up and felt sick up to date calling upon stakeholders to come for her rescue as she is surviving with her three children and many adopted children besides being a widow.
