EDU Construction Limited, a renowned dealer in architectural plans, general construction, and supplies, has warmly welcome and commend the Parliament of Uganda and His Excellency Yoweri Kaguta Museveni for their leadership and commitment in strengthening the country’s construction regulatory framework.
Recently President Museveni has assented to three Bills including the Building Control (Amendment) Act, 2025 passed by Parliament in 2025.

This act, along with two other bills, the Mortgage Refinance Institutions Act, 2025, and the Valuation Act, 2025, were passed by Parliament in 2025 and received assent this week, according to a statement from State House.
Fred Eladu Omiat, the director of EDU Construction Limited, expressed his appreciation for the government’s dedication towards improving the construction sector.

In a statement released on Friday Eladu Omiat explained that “This milestone reflects government’s dedication to safety, professionalism, accountability, and orderly urban development in Uganda.
He noted that the construction sector remains a critical pillar of national development, employment creation, and infrastructure growth and the recent amendments will significantly enhance standards, restore discipline, and close long-standing regulatory gaps within the industry.
Eladu said one of the most critical aspects reinforced by this law is the mandatory requirement for approved architectural and structural plans before commencing construction.
According to him, Approved plans are important because they: Ensure compliance with national building standards and safety codes, Guarantee structural integrity through proper technical design and professional review, Prevent costly alterations, demolitions, or legal penalties arising from non-compliance, Enable proper planning for drainage, accessibility, fire safety, ventilation, and sanitation, Protect developers and property owners from financial losses and litigation.

“Construction without approved plans exposes investors to penalties, project suspension, demolition orders, and even criminal liability under the amended law. As industry players, we strongly encourage all developers and property owners to engage qualified professionals and secure proper approvals before breaking ground” he explained.
Recently completed renovation works for a four classroom block in Oyam District local Government.

BENEFITS AND GAPS ADDRESSED
1️⃣ To Construction Company Owners
The amended law:-Promotes fair competition by eliminating unqualified and illegal operators who previously undermined compliant contractors
-Enhances professional accountability, protecting reputable firms from reputational damage caused by substandard construction.
-Creates a clearer compliance environment with defined standards and enforcement procedures.
-Strengthens site safety regulations, reducing risks of collapse, accidents, and litigation.
Encourages formalization and professionalization of the construction industry.
-For compliant and serious investors, this law provides stability, credibility, and long-term sustainability.
2️⃣ To Local Building Committees at Different Levels
The Act:
-Strengthens the legal authority of local building committees to enforce compliance.
-Clarifies procedures for plan approvals, inspections, stop-work orders, and occupation permits.
-Enhances technical oversight and accountability at district and urban levels.-Reduces ambiguity in enforcement actions.
-Provides firm legal backing for sanctions against illegal developments.
-This will significantly improve efficiency, transparency, and professionalism in building control administration.

The public stands to benefit through:
-Reduced building collapses and structural failures.-Greater safety in homes, workplaces, and public buildings.
-Protection from fraudulent or substandard contractors.Improved urban planning and organized development.
