Office of the prime Minister in partnership with Uganda Evaluation Association launched the National Evaluation Capacities Index (INCE) in Uganda.
The event was organised under the theme ” A collaborative diagnosis for a better evaluation,” and presided over by the Government Chief Whip, Hon Denis Hamson Obua, on behalf of the Minister for General Duties in office of the prime Minister Rt. Hon. Justine Kasule Lumumba at Imperial Royale Hotel in Kampala.

The INCE is a global initiative designed to strengthen national evaluation systems through a standardised, participatory diagnostic process. It aims to promote evidence-informed decision-making and foster a culture of evaluation across countries.
Speaking at the ceremony, the Government Chief Whip noted that with the INCE in place, Uganda now has a rigorous, multi-dimensional, and internationally supported instrument to measure its current state and stage of growth as well as define where it’s headed next.
He, however, said this will only be realised by sustained commitment to acting on the evidence provided by the INCE findings/results.

Permanent Secretary in charge of Coordination in the office of the prime minister, Mr. Nkeramihigo Victor, who was representing the Deputy Head of public service in charge of performance and service delivery in uganda Ms Jane Kyarisiima Mwesiga said the INCE gives the Country an opportunity to compare and assess itself with it’s peers including those that have already perfected their evaluation systems, and to also stimulate dialogue, learning and reforms.
INCE was developed and supported by the German Institute for Development Evaluation (DEval) and the World Food Programme (WFP), among other partners.
INCE has already been successfully implemented in Latin America and Asia.
In Africa, it has so far been implemented in Tanzania, South Africa, Congo, Morocco, Benin, and Ghana.
