13th February 2026; The chief Administrative Officer of Dokolo District Local Government has interdicted the Sub County Chief of Adeknino Sub County, Obote Jimmy because of failure to account for public funds he received for implementing major development projects like roads, water, sanitation and others.
Oryono Granfield Omonda, the Chief Administrative Officer in his letter to Obote Jimmy dated 5th February 2026, he informed him that he received a letter from Okwalongwen Sub County where he worked before his transfer to Adeknino, dated 10th April 2025 for mismanagement of funds planned for implementation of development projects.
On 17th Aprill 2025, Obote Jimmy wrote a letter to refute the allegations of mismanagement of funds meant for Okwalongwen Sub County and on the 29th April 2025 an audit was carried out to verify the report of mismanagement of funds and refuting the report. On 17th June 2025, the audit report was ready, and it showed that you mismanaged the funds.
On 11th October 2025, Obote Jimmy wrote another letter saying that the funds have been fully utilized and accounted for, the audit team was again assigned to verify the report and show proof of implementation of the projects and on 11th December 2025 the audit report showed that the projects were not fully implemented for and the funds not accounted for.
CAO further stated the Obote’s actions are therefore contrary to section F-r(7a,f,g) of Uganda Public Service Standing Orders 2021and in accordance with section F-s(7) of Uganda Public Service Standing Orders 2021, the Uganda Public Service Regulation (Regulation 38), and acting under the provision of section 64(2c) of the Local Government Act cap 243 as amended, he has interdicted Obote Jimmy with immediate effect from exercising the duties, functions and powers of the office of the Sub County Chief Adeknino in order to pave way for further investigation into the matter.
Oryono Grandfield Omonda added while Obote Jimmy is on interdiction, Obote Jimmy will receive half salary, should not leave Uganda without permission, should not frequent duty station until the matter has been resolved and he should handover office with immediate effect with the provision of the Uganda Public Service Standing Orders section F-d on handing/taking over of public office.
This letter was also copied to the Chairperson LCV Dokolo, RDC Dokolo and the Secretary District Service Commission Dokolo.
