The Attorney General, Hon. Kiryowa Kiwanuka has advised Parliament that the by-election for the two vacancies at the East Africa Legislative Assembly (EALA) should be stayed pending consultation with the Clerk to Council at EALA.
He says an election cannot take place unless the two MPs-elect have taken oath in the 12th Parliament.

This was after the Speaker of Parliament Annet Anita Among says only a contrary letter from EALA or a court order can stop the by-election of the two MPs to the regional parliament. “Contrary to that, we shall proceed”.

The Speaker informs the House that the by-elections to fill the two positions that fell vacant at the East African Legislative Assembly (EALA) will be on 12 April 2026.
This follows the election of Hon. James Kakooza and Denis Namara as MPs in the 12th Parliament of Uganda.
In accordance with the Rules of Procedure of Parliament, a 20-member verification Committee headed by Hon. Ariko Herbert Edmund has been constituted for purposes of the by-election for EALA positions.
The committee will be required to report back to the House on 01 April 2026.
Recently the NRM Electoral Commission issued a call for Expression of Interest and Picking of Nomination Forms for the position of NRM flag bearers for Members of Parliament for the East African Legislative Assembly seeking to replace Hon.Denis Namara and Hon. James Kakooza who were in January elected to Uganda’s 12th Parliament.

In a press conference, the Commission’s Chairman, Dr Tanga Odoi said interested members shall deliver a written Expression of Interest Letter and updated Curriculum Vitae (CV) to the Chairperson, NRM Electoral Commission at Plot 13, Kyadondo Road.
