The Resident District Commissioner for Dokolo district, Babra Akech, has criticized civil servants in the lower local government for crippling service delivery, citing absenteeism as a form of corruption.
Akech made the remarks during a routine monitoring exercise on Thursday, where she found several public offices empty without responsible officers.

She stated that dodging public office hinders development meant for the people of Dokolo district.
Akech urged heads of departments and SACCO leaders to exercise transparency and accountability, warning that failure to account for resources undermines government efforts.
She also appealed to the community to report shoddy work by the engineering department and extortion by PDM SACCO leaders.
