Speaker Oboth urged PM Nabbanja to rescue flood-affected villages in Dokolo South.

‎PARLIAMENT – Speaker of Parliament, Jacob Maxson Oboth Oboth, has told Prime Minister Robinah Nabbanja to ensure urgent government intervention to rescue two villages in Dokolo South that have been submerged by floods and are facing severe climate change effects.

‎This followed a debate in Parliament on Wednesday on the Motion for a resolution of Parliament to express gratitude to his excellency the president of the Republic of Uganda, for the clear and precise exposition of government policy contained in the state of the nation address to the Parliament of Uganda on 4th June 2026.

‎During the debate, Dokolo South County MP Vincent Opito told Parliament that Dokolo South has 198 villages, 28 parishes and six Sub Counties. Of these, two villages – Bataebwol in Adeknino Sub County and Aoa in Kwera – have been submerged due to floods.

‎“Last Sunday I made a canoe and took it to Aoa village in Kwera to ease inter-village movement but the condition they are in really it’s alarming and needs government intervention,” Opito told Parliament.

‎He said Aoa village has 88 homesteads, and of these, 27 households have been totally displaced.

‎Opito explained that the villages were first hit by floods that destroyed their crops. This was followed by sunshine that also destroyed crops, and attacks by hippopotamus from Lake Kwania that destroy crops at night.

‎He said government should treat the two villages specially if they are to be transformed economically, as has been talked about.

‎In response, Speaker Jacob Maxson Oboth Oboth asked Prime Minister Robinah Nabbanja to make sure that the affected households and villages in Dokolo South get help.

‎The 1st Deputy Prime Minister and Deputy Leader of Government Business in Parliament, Hon. Cryspus Kiyonga, offered to meet all MPs who raised urgent issues on Thursday at 10am to discuss solutions.

‎Hon. Patrick Okello Onguti, MP for Aswa County in Gulu District, thanked the President for the State of the Nation Address but advised that the education sector be strengthened, noting that Gulu District is not performing well.

‎Hon. Jimmy Kanaabi, MP for Buikwe County South, asked Parliament to review the education policy of one parish per primary school and one Sub County per secondary school.

‎He said some Sub Counties are very wide and students walk more than 10km to access government schools, which he said is contributing to school dropouts, especially among the girl child.

‎Hon. Ricky Anywar, MP for Agago West County, said Agago District does not have a tarmac road, yet this is one of the drivers of development.

‎He called for the tarmacking of the Moroto road through avenues such as supplementary funding or loans.

‎Hon. Sylvia Alinaitwe, Rukiga District Woman Representative, commended the President’s drive to get households across the country into the money economy.

‎She said farmers have embraced the President’s message, however they face the challenge of persistent drought that has reached unprecedented levels, hurting the agricultural sector in the district.
