Kaberamaido District Woman MP, Hon. Amongin Jane Frances Okili, has tasked Government to explain why multi-million agro-processing equipment procured for Kaberamaido Technical Institute (KTI) has remained idle for five years.
Hon. Amongin raised the matter in Parliament on Thursday during the Prime Minister’s Time.
She told the House that in 2021, Government, through the Uganda Skills Development Project funded by the World Bank, procured high-value agro-processing machines for KTI.
The project was intended to strengthen vocational training, promote value addition and equip students with practical skills.
“Regrettably, five years later, a significant portion of this equipment remains uninstalled and is therefore not serving its intended purpose,” Hon. Amongin said.
The project was expected to establish three major plants: a milk processing plant, a fruit processing plant and an animal feed processing plant.
According to Hon. Amongin, the status of the equipment is worrying:
- A rice mill huller with a capacity of 500kg per hour has never been assembled
A seed oil pressing machine has not been installed
- A water purification machine has not been installed
- The juice processing machine has not been fully installed
- The animal feed processing plant is installed but has never been tested or commissioned
- Underground power line cables have developed technical faults
- No milk processing equipment has been delivered despite a planned milk plant
The legislator further revealed that three of the proposed processing plants lack structures to house the equipment, leaving the costly Government investment redundant.
She also cited inadequate power supply as a major challenge, noting that the institute is currently running on a 250KVA supply, which cannot support heavy industrial machinery.
In her prayers to Government, Hon. Amongin urged authorities to revamp and complete the agro-processing project at KTI.
She asked that the power supply be upgraded from 250KVA to three-phase 450KVA, and that all machinery be fully installed, tested and operationalized.
She also called on Government to expedite the construction of the remaining plant structures and deliver the missing equipment, particularly for the milk processing plant.
Hon. Amongin emphasized that completing the project will enhance technical education, promote value addition, create employment and contribute to socio-economic transformation.
She noted that Kaberamaido Technical Institute has the potential to become a Centre of Excellence in agro-processing, not only for Kaberamaido District but for the entire Teso Sub-region.
