AMOLATAR – Locals in Amolatar and neighbouring districts have praised Resident District Commissioner of Amolatar, RDC Francis Odoki Okello, for rejecting a Shs. 4.5 million bribe and ordering the arrest of the NRM District Chairperson over alleged mismanagement of funds meant for village barazas.
Security operatives in Amolatar District arrested the ruling National Resistance Movement, NRM, District Chairperson, Mr. Olwit Kamilo, on July 21, 2026, from his residence in Inomo Cell, Inomo Ward, Amolatar Town Council.
The arrest followed complaints lodged at Amolatar Central Police Station alleging that Kamilo distributed Shs. 50,000 per village instead of the mandatory Shs. 100,000 meant for NRM village baraza.
North Kyoga Regional Police Spokesperson, SP Patrick Jimmy Okema, confirmed the arrest and said a General Enquiry File No. 038/2026 has been opened to investigate the allegations.
How the Scandal Unfolded
Speaking during LBS Radio 90.3’s _Odikalyet_ morning discussion show on Wednesday, RDC Francis Odoki Okello said his office received information that the NRM District Executive Committee, DEC, under Kamilo’s leadership was disbursing the funds at half the required amount.
“When the information reached out to me, I summoned the DEC members to my office and gave them 2 hours ultimatum to make sure each village walks away with 100,000,” Odoki said.
According to the RDC, the DEC members instead held a separate meeting, shared Shs. 35,000,000 among themselves, and later called back saying: “Afande RDC, we now don’t have any complaints coming from DEC members.”
Odoki said he insisted the money must reach the villages.
“When I replied, I need the money to reach villages, not DEC members, the chairperson Olwit Kamilo told me that ‘you know Afande, we have secured 4.5 million for you so that you leave the issue at large,’” he revealed.
He said he immediately informed the District Police Commander and the District Internal Security Officer to arrest Kamilo for attempting to bribe his office.
The development sparked reaction on radio, with several callers commending the RDC for standing firm.
Wece Jaspher, a resident of Opali Sub-county, said Amolatar leaders “had eaten a lot especially during Parliamentary and presidential elections” and thanked Odoki “for being a leader who thinks about the people and for being patriotic.”
Another caller, Ambrose Ogwang, also known as Awitong, praised the RDC, saying: “Several times NRM leaders mismanage party funds in some districts and no action is taken.”
Kiria James, NRM Chairperson for Agwata Sub-county in Dokolo District, said Amolatar “seems to have been in problems after sending all the opposition in Parliamentary elections” and thanked the RDC for the intervention.
Ben Obote, NRM Chairperson for Bata Sub-county, wondered why “patriotism is not being implemented by some leaders amidst government officials advocating for it.”
Some callers went further, promising to send money to RDC Odoki for what they described as “the first of its kind in Uganda to refuse a bribe,” and called upon other leaders to emulate him.
The arrest of the NRM District Chairperson is the latest in a series of actions by security in Amolatar to curb financial mismanagement in party activities ahead of local council elections.
