Dokolo South Member of Parliament, Hon. Vincent Opito, has asked the Ministry of Education and Sports to issue clear guidelines on the total financial support headteachers are allowed to collect from parents for the smooth running of learning institutions.
Opito made the remarks during the 11th Sitting of the 2nd Meeting of the 1st Session of the 12th Parliament of Uganda that took place on Thursday, 22nd October 2026.
”Am aware that headteachers are in total anxiety because of the Balam approach and we need to support him because he’s fighting corruption. I would like to request if possible the minister gives total guidelines on the financial support that headteachers are supposed to get from the parents so that we have the boundary of where they are supposed to operate and where they are supposed to stop,” Opito told Parliament.
He said the guidelines should cover operations of schools in both rural and urban areas, noting that urban institutions have additional costs such as water and electricity.
The sitting, chaired by Deputy Speaker Thomas Tayebwa, gave the Ministry of Education an opportunity to respond to the matter.
Minister of State for Education and Sports, Hon. Peter Ogwang, who is also the Ngariam County MP in Katakwi District, said the matter will be tabled before Cabinet for a government position, and advised stakeholders to operate within the UPE Act in the meantime.
Meanwhile, Hoima East Division MP, Isingoma Patrick Mwesigwa, questioned why the Ministry of Local Government is influencing the arrest of headteachers and called upon the Ministry of Public Service to intervene.

Ajuri County MP, Hon. Fred Jalameso, also explained how the arrests are causing fear among headteachers in Alebtong District, leaving schools operating in deplorable conditions, citing the recent arrest of four headteachers on orders from the office of the DISO.
In response, Minister of Public Service, Gen. Edward Katumba Wamala, said the actions by the Ministry of Local Government will be handled.
