Minister Naamere honours the legacy of the Dokolo District’s Iron Lady.

‎Hon. Justin Nameere, Woman Representative of Masaka City and Minister of State for Local Government officially launched construction of the 12.7 km Alwitmac-Awiri-Asalim Road under the Rural Development and Food Security (RUDSEC) Project.

‎The road, costed at 1 billion Uganda shillings, is to be constructed by JB United.  Additionally, Dokolo District has been allocated 8 billion for roads and 1 billion for one market.

‎Minister Nameere introduced the Contractors and issued a strongly worded warning saying the government expects them to deliver high quality, climate resilient roads on time and within budget saying that if not, their contract will be terminated.

‎She said they will be made to pay damages and face prosecution.  Any Contractor that does not deliver as agreed, will be blacklisted in Uganda and the whole of Africa.

‎Minister Nameere further instructed Contractors to be open and fair when advertising jobs so local residents benefit through employment.

‎She further advised them to respect local customs especially when initiating romantic relationships.  Single ladies must be above the age of consent.  Should any union bear fruit, the father should accept responsibility.

‎District leaders are to closely monitor project implementation and ensure construction equipment is protected from theft or vandalism.

‎Any illegal or corrupt practices that could reflect poorly on the Government will be severely punished.

‎Minister Nameere could not talk about corruption in Dokolo District without recalling the late Mama Cecilia Ogwal, the Iron Lady who fought against corruption every day throughout her 30 year career in Parliament.

‎She was a patriot, who worked with everyone for God and Country.  She fought against corruption and was a voice of sanity.  Her contribution to Uganda was personally acknowledged by His Excellency, Yoweri Kaguta Museveni who handed condolences directly to the Mama Cecilia Ogwal’s family and visited them in their hour of need.

‎Minister Nameere led a moment of silence and prayed that the late Hon. Cecilia Ogwal rest in eternal peace.

‎The late Cecilia Ogwal was one of the longest serving Parliamentarian.

‎In 1994, she was a Delegate to the Constituent Assembly that drafted and promulgated the 1995 Ugandan Constitution.

‎She represented Lira Municipality Constituency from 1996 to 2006 and Dokolo District from 2006 to 2024.
