Dokolo CAO Directs Headteachers to Halt Illegal School Charges

DOKOLO – The Chief Administrative Officer (CAO) of Dokolo District Local Government, Oryono Grandfield Omonda, has directed all headteachers of government-aided primary and secondary schools in the district to immediately halt the collection of unauthorized and illegal charges in schools.

‎In a letter dated 29th September, 2026, addressed to all headteachers of government-aided primary and secondary schools, the CAO said the directive follows continuous directives from His Excellency the President of the Republic of Uganda.

‎”All Headteachers of Government Aided Primary and Secondary Schools are hereby directed to stop collection of fees unauthorized by Government of Uganda,” the letter reads in part.

‎The CAO noted that the practice directly violates Section 10 of the Education Act, 2008 (Cap 247), which explicitly bars anyone from levying charges on learners in schools implementing Universal Primary Education (UPE) and Universal Secondary Education (USE).

‎The letter further warns that whoever proceeds to collect or charge fees not approved by Government shall be personally and peculiarly liable for charges before Court of law besides other administrative measures.

‎The directive was copied to the Resident District Commissioner of Dokolo, the District Chairperson of Dokolo District Local Government, the District Education Officer, and filed for record.
