Dokolo RDC Enforces Accountability in PDM SACCO Amidst Corruption and Ghost Beneficiaries Scandal

In a move to combat corruption and to ensure proper service delivery, Dokolo Resident District Commissioner Babra Akech, has ordered the reshuffling of leaders of Parish Development Model (PDM) Savings and Credit Cooperative Organizations (SACCOs) in Tetugo Ward, Agwata Town council following allegations of corruption, nepotism, and ghost registration.

‎Akech announced this in an organized community dialogue held on Friday, June 26, 2026, at Tetugo Primary School, Tetugo B Ward, in Agwata Town Council.

‎This comes amidst growing complaints from beneficiaries over alleged extortion, ghost beneficiaries, and favoritism, whereby a PDM Enterprise group of Tetugo C Produce dealers, registered two ghost members among them and they are; Jackson Odongo, a resident of Lira District, and Ojok Jasper, who benefited earlier from the program.

‎Akech said that the election of new SACCO leaders is nearing, ordering beneficiaries to reshuffle all leaders, especially those who are not performing their duties well.

‎Akech warned beneficiaries against using other people’s National IDs for the PDM program, citing a situation involving two individuals whereby, a certain young man used somebody else’s ID, and when the money was disbursed, he gave only UGX 50,000, to ID’s owner (a certain Mzee) and when the case was forwarded to her office, she ordered that the money be released to Mzee, who later received his PDM funds.

‎Mr. Franchise Akora, chairperson of Tetugo C Produce Dealers, explained that he once left his office to one of his brothers, Mr. Okeng Denis, to help run the office but, upon returning, he discovered several ghost members, as the acting chair had registered his brother-in-law from Lira District, named Jackson Odongo, and another person named Ojok Jasper, who had benefited earlier from the program.

‎Chairperson of the PDM SACCO Tetugo B Ward, Mr. Ambrose Ayo, said that he received a complaint from Akora, who stated that he has ghost members in his group and he tried to settle the issue in his capacity, but it did not work, which forced him to forward the case to the top leaders.

‎Mr. Akora Paskweli, chairperson of the Parish Development Committee, stressed that on 2nd April 2026, they vetted all the group members, and there were no complaints.

‎However, he said that after the vetting, they received a complaint from Tetugo C Produce Dealers, informing them about the ghost members and the registration of relatives in the group.

‎Mr. Okeng Boniface, Town Agent of Tetugo B Ward, explained that the matter arose from a misunderstanding among four people, two of whom were not aligned with the interests of their chairperson whereby later on, they intervened by calling for a meeting and ordering them to find replacements for the two but the case had already been forwarded to the RDC’s desk.

‎Okeng calls for cooperation from both SACCO leaders and beneficiaries, warning them against prioritizing their relatives.

‎The dialogue ended with an agreement to remove three members, Angwech Racheal, Jackson Odongo, and Ojok Jasper from the group, as well as to conduct fresh vetting of other members per the RDC’s order. However, no arrests were made.
