Finally! Former Dokolo CAO interdiction lifted

Kampala – The Inspectorate of Government (IG) has lifted the interdiction of Isa Mbooge, the former Chief Administrative Officer (CAO) Dokolo district.

On September 7, 2022, the IG ordered the immediate interdiction of Mbooge by the Ministry of Local Government over abuse of office after he was accused of paying ghost workers (teachers).

In a letter dated June 20, 2023, by the Deputy Inspector General of Government (IGG) Anne Twinomugisha Muhairwe, whose copy was seen by our reporter, Mbooge’s interdiction has been lifted.

Twinomugisha said their investigations have established that the UGX 3,430,238 that was erroneously paid as salary to the late Ajok Jackline was recovered from the death gratuity that was paid to her estate on September 7, 2022.

The investigations also indicate that UGX 13,635,084 that was erroneously paid out in salaries to Ochen Bosco, Mt. Etuu Albert, Ogwang Emmanuel and Odwongo Dennis is recoverable from the death gratuity payable to their estates, once their next of kin secure letters of administration.

It was also established that the payments were made during the COVID-19 pandemic and the circumstances prevailing at the time rendered it difficult for Mbooge to obtain information about the demise of the said officers. The deputy IG found his explanation plausible.

“In the circumstances, and given that mechanisms have been put in place to recover the money that was erroneously paid, our directive for his interdiction is hereby lifted with immediate effect,” Twinomugisha stated in the letter addressed to the Permanent Secretary Ministry of Local Government.

Following his interdiction, Mbooge was replaced by Alex Felix Majeme.

Majeme was then directed to interdict two other district officials who were jointly accused with Mbooge. The two are Moses Otim and Dan Ekuka the then
Principal human resource officer and human resource officer for Dokolo District respectively.
